Minutes of the Meeting of Yarpole Group Parish Council held on
Wednesday 4th March 2015 at 7:30pm in Yarpole Parish Hall.

14/15 Declarations of Interest: Councillor Niblett re possible phone mast.

15/15 Public Participation: None.

16/15 Minutes of the Meeting,11/02/14: Approved, prop Cllr Lawson 2nded Cllr Russell.

17/15 Herefordshire Council Report:
Scrutiny re football ground leases, important HC retains control as this is a valuable dev. site
Election purdah to start soon, last full council Friday 6th March.
Sewage in Lucton, Cllr Bowen has worked very hard to get the Env Agency, env health and BB involved, and the immediate problem has been solved, though still investigations needed to find the source and resolve problem.
Green Lane Cottage, Yarpole: GP Thomas have fulfilled most conditions at this point.
Children’s safeguarding a concern, HC has moved from ‘inadequate’ to ‘needing improvement’. Now a better number of full time staff and our own social care academy.
Budget: 1.9% CT rise, the max HC can raise without going to referendum. Gove taking a further £10mm from budget next year. New administration from May, likely to be coalition. Services will not get better, but libraries and leisure still being supported.

18/15 Parish Hall Report: There has been no meeting.

19/15 Finance & Accounts:
Current acc @ 15 Jan £1,228:67, Reserve acc £18,014:81. No new payments.

20/15 Town & Country Planning: Nothing to report.

21/15 May Elections: Cllr Denny will stand down in May to make way for new councillors but will stand if any position vacant. Clerk is circulating nomination papers.

22/15 P3 & Lengthsman’s: Clerk applying for both at the moment.

23/15 Neighbourhood Plan: 2nd info leaflet going in to next newsletter, stating that PC will publish a letter calling for potential sites. Clerk applying for latest grant scheme.

24/15 Parish Signage: Cllr Knight noted looking tidier, will still discuss with SLYMG.

25/15 Mobile Phone Mast: Still being considered, company still interested but slow.

26/15 Lucton: Cllr Russell acknowledge Phil Marron re addressing sewage issues. SB to discuss child safety signage with locality officer, and also potholes.

27/15 Grit bin in Yarpole: Bin at bottom of Green Lane has been removed! Clerk to contact BB and get replaced asap.

28/15 Date of next meeting: Monday 13th April 2015, 7:30pm Yarpole Parish Hall.
