Minutes to the Parish Council Meeting held on Monday 29th June 2015 at 7:30pm, Yarpole Parish Hall.

67/15 Declarations of Interest: None

68/15 Pubic Participation: None

69/15 Minutes of Annual Meeting of Parish Council, 18 May 2015, read, corrected and approved as correct record.

70/15 No Herefordshire Council Report.

71/15 Parish Hall Report: Councillor Lawson gave Clerk a copy of the Chairman’s Annual Report, following AGM. The PH made a £1.5k loss to year end. Bookings are down. Resolved Clerk ask David Martin to email report to her for circulation among councillors. The report states that the hall committee will focus on maintenance, reducing outgoings and improving number of bookings, but the PC’s initial response is that the P Hall needs upgrading to help attract new users.

72/15 Finance & Accounts:
May 15th, current £8,737:32, reserve £15,017:48.
Received: £7,500 precept, £620:45 VAT repayment.
To be paid:
£36 to Brian Barnett for N Plan.
£95 to church hall hire for N Plan.
£474:32 to AON annual insurance premium.
£399.13 to clerk for various N Plan & PC expenses (including £50 annual electricity payment and mtce/repair of parish strimmer)
All the above proposed Cllr Russell, seconded Cllr Nurse.

73/15 Town & Country Planning:
151265 Lucton School land for recreation grounds. The minutes of the planning committee meeting were approved as correct record.
150995 Land at Yarpole, 6 houses and 4 garages. The planning committee will hold a meeting on Monday 6th July at 7:30 in parish hall. Open to the public and clerk will invite applicant.
151551 Upper House Farm, Yarpole. Extension. Resolved no objection but be mindful of listed status and conservation area.

74/15 Neighbourhood Plan:
Cllr Bott updated the meeting on successful public meeting of 21st June. 72/3 members of the public attended, a fantastic turnout. Emphasised that the PC needs to be more aware of what is happening regarding the plan. 3 drop-in events being planned and the comment box is up in the church.

75/15 Parish Plan:
Further to Clerk’s request for follow up, Cllr Nurse is looking at the Plan.

76/15 BT Kiosk & Lengthman’s Scheme:
Clerk has yet to forward info to Cllr Grant as requested.

77/15 Lucton issues:
Cllr Russell reported on further dog fouling issues, which are getting really bad again. Although fouling is perpetrated by a number of households in the village there is one household in particular that habitually does nothing to clean up their dog mess. Resolved Clerk speak to Keith Eyles at H Council to make a plan.
Post meeting note: Mr Eyles will come out to issue an order against any witnessed perpetrators, and we are to follow up with a letter. No date yet, but clerk is on it.

78/15 Green Lane Cottage site name: Mr Thomas has decided on Briers Croft. This is one of the old names for the site.

79/15 Correspondence: Thank you letter form Mr & Mrs Knight and also thank you letter from Marches Family Network re new camera.

80/15 Date of Next Meeting: Weds 5th August 2015, 7:30pm in Parish Hall.
