Minutes of the Meeting of Yarpole Group Parish Council held on
Monday 13th April 2015 at 7:30pm in Yarpole Parish Hall.

29/15 Declarations of Interest: Cllr Niblett re item 8, 150878 Brookhouse Farm.

30/15 Public Participation: None.

31/15 Minutes of meeting of 4/3/15: Approved, prop Cllr Lawson, seconded Cllr Knight.

32/15 Herefordshire Council Report:
Locality: Rachel Dixon working hard, potholes better, large hole in Lucton being dealt with this week. Mobile patcher in parish today. Bircher to be completed soon.
Children’s Services: Almost out of special measures.
Social Work Academy: V effective, being looked at as a model by Birmingham City.
Cllr Bowen thanked the PC for support and friendship over last few years and Cllr Bott proposed a vote of thanks. Encourage parish to vote.

33/15 Parish Hall Report: There has been no meeting.

34/15 Finance & Accounts:
Current @ March 13th £3,004:88, Reserve £15,016:20.
Received: £622 from HC, final grant payment for Parish Plan.
To be paid: £52:50 to Liz Connolly re Neighbourhood Plan leaflets.
£672:00 to S Woodfield re footpaths work 2014-15.
£105:00 to Parish Hall re 2014 hiring, PC meetings.
£49:66 Clerk’s March & April expenses (travel).
Approved, proposed Cllr Grant, seconded Cllr Niblett.

35/15 Town & Country Planning:
150878 Brookhouse Farm alteration to barn (retrospective): Resolved no problem.

36/15 May Election: All Nomination papers have been accepted. 9 nominations received.

37/15 Neighbourhood Plan: Cllr Bott & Clerk reported on progress. Data Orchard have been appointed as consultants for various stages. Steering Group working on criteria for selecting appropriate sites for development, and the PC Call for Sites has been published. 48 dwellings to be built over next 15 years. Parish Plan suggested 30. It is important that NP is completed, to help protect character of the Parish. Data Orchard commenting on our behalf on the modifications to the Core Strategy, which has increased our allocation so significantly. Steering Group and Clerk to arrange a public meeting for late May/early June, at which the identified sites and criteria will be published. Steering Group also working on other aspects of the NP, relating to highways, sustainability, youth, business..

38/15 Parish Plan: Cllr Knight is publishing a note in Parishioner with link to PP from parish website, and explaining that anyone without internet can have a free hard copy. All other hard copies available at £5 each and there will be copies on permanent display in Parish buildings (hall, church).

39/15 BT Kiosks: Resolved Clerk to find out what is going on with consultation re our 3
boxes. Cllr Grant is looking at the information to see if we should adopt, further to consultation results.

40/15 Yarpole Issues: Grit box & signpost at bottom of Green Lane have been relocated.
Security: Further to recent thefts, it was felt CCTV not an option. Resolved Clerk contact NW group to ask about any further security initiatives.

41/15 Lucton Issues: Layby on main road is a mess of rubbish. BB say not their issue, it is FOCSA/Highways. Cllr Bowen is trying to find a solution.
Sewage: Env. Agency doing tests to find source, various issues including illegal tapping in to sewage by a householder. Attempting to find out who owns ditch.

42/15 Correspondence: Clerk read thank you letter from Marches Family Network.

43/15 Councillor Knight is standing down from the Council. He was thanked for all his work over the years and invited to attend the start of our Annual Parish Meeting in May.

44/15 Date of Next Meeting:
Annual Meeting of Parish Council: 18th May 2015, 7:30 in Yarpole Parish Hall.
Annual Parish Meeting: TBC (Clerk inviting Peter Knight & Rachel Dixon to speak).
