Minutes of the meeting held on Monday 6th March 2017 at 7.30pm in Yarpole Village Hall

Present: Cllr Tony Patterson, Cllr Audrey Bott, Cllr Barbara Nurse, Cllr Diane Russell, Cllr Duncan Grant (items 1,2,3,4,& 6), Cllr Linda Middleton, Cllr Michael Denny, Cllr Jane Bayliss, Cllr Harold Holder, Cllr David Niblett, County Councillor Sebastain Bowen (items 1,2,3.1 & 6) , Parish Clerk Ms E. Lewis.
Plus 5 parishioners.
A minute’s silence was held at the start of the meeting to mark the passing of Tony Wynn, who was remembered for his service to the Parish.

1. Apologies – there were no apologies for absence.

2. Declarations of Interest – Cllr Middleton declared an interest in item 6.5 and Cllr Niblett declared a pecuniary interest in item 6.6. Both signed the declaration of interests book.

3. Public Participation

3.1 Report from Ward Councillor: The County Council is in the process of setting council tax, which is likely to see a 3.9% increase. Hereford and Worcester NHS have published consultation plans, which currently include the closure of the walk-in centre in Hereford. Herefordshire Council has won their case against Amey for £8 million, and part of this money will be spent on resurfacing the Bircher road in July 2017.
3.2 Views of local residents: the majority of interest related to planning items so these were brought forward for discussion. The issue of speeding in the Yarpole was raised and this will be discussed with the police at the neighbourhood watch meeting.

4. Minutes of Parish Council meetings: The minutes of the meeting held on 1st February 2017 were not yet available. The minutes of the meeting held on the 8th February 2017 were signed as a correct record.

5. Finance:

5.1 Financial statement to date: The financial statement was agreed.
5.2 Cheques: Cheques were signed as follows: Yarpole Village Hall £7.00, HALC & NALC Annual Affiliation £524.46, Clerks Expenses £8.99, Clerks Wages £218.18. It was noted that this would be the second amount for HALC/NALC affiliation showing in this year’s budget; the affiliation fees for 2016/17 were charged late (October 2016) and the fee being paid this month is the affiliation for the next financial year (17/18).

6. Planning:

6.1 170231 New House Farm proposed agricultural barn for storage: The Council agreed they had no objection to this proposal.
6.2 170316 Ayers Barn, erection of a single storey extension: the applicant provided some clearer drawings of the planned extension. The Council agreed they had no objection to this proposal.
6.3 170042 Brookside Cottage proposed detached 3 bedroom dwelling: This is a revised application previously considered as application 163548. The Parish Council agreed that their objections to this application remained as recorded at the meeting on 23/11/16, (on the grounds of access issues, back land development, it is in a conservation area within curtilage of the manor house) and that this development did not form part of the Neighbourhood Development Plan.
6.4 170406 The Knoll Bircher, 20% reduction to 4 Yew Trees: The Parish Council agreed that they had no comment to make on this application.
6.5 170436 Barn at Cloverfields, conversion to residential dwelling: It was noted that this development counts as windfall which is included in the NDP. The Parish Council agreed that they had no objection to this application.
6.6 162256 Brook House Farm, amended application erection of 8 dwellings: Whilst the council welcomed the reduction in the planned houses from 9 to 8, and the inclusion of some smaller houses within this, it was agreed that their objections remain from the original application (as noted at the meeting on 25/8/16) concerning the desire for this development to be 7 dwellings and concerns about access to the site.
6.7 162068 Land opposite Yarpole village hall amended application proposed 3 dwellings: (It was noted that the agenda and notice from Herefordshire Council did not reflect the fact that this application has been reduced from 5 to 3 dwellings). The Council agreed that their objections to this application remain the same as recorded at the meeting on 25/8/16, that this development site falls within RA3 of the Core Strategy and is not included in the draft NDP.
6.8 161522 Land at Yarpole, proposed 6 dwellings (Mr Price): An appeal has been lodged against Herefordshire Council refusal of planning permission and Parish Council has been asked if it would like to comment or modify/withdraw previous comments. It was agreed that the Parish Council did not wish to alter their objections to this application.

7. Timing and date of Parish Council meetings: Councillors discussed the paper produced by the Clerk which proposed moving to a monthly meeting on a set date each month, with meetings held every month except August and December. It was noted that this does not preclude additional Council meetings being called should this be required for discussion of a planning application or other matter requiring an extraordinary meeting. This schedule means that a separate planning committee is not required, but Councillor Bott would still take the lead on planning issues. It was agreed to set the regular PC meeting on the 1st Tuesday of every month.

8. Information, Consultation & Response:

8.1 Croft Castle Estate Woodland Management Plan: The Council considered the draft plan prepared by Pryor & Rickett Siviculture. It was agreed that this was an important piece of work, particularly after the damage done by Storm Doris, and the Clerk will respond accordingly.
8.2 PCC Grant Application: The Parish Council considered the application from the Parochial Church Council for £1236 towards work on the Parish burial grounds. It was noted that £1500 had been earmarked within the 2016/17 budget to go towards these works. It was agreed that this money be awarded.
8.3 Theatre Group Grant Application: The Parish Council considered the application from the Yarpole Theatre Equipment Group for a £500 grant. The group has been recently established following the donation of stage equipment and a trailer from the Bare Bones Theatre Group. It was agreed that the Parish Council was happy to support the project, which will be a valuable resource for the community, through the grant.

9. Updates

9.1 Neighbourhood Development Plan: Jo King is in the process of finalising the consultation statement which needs to accompany the draft NDP when it goes to Herefordshire Council for the regulation 16 consultation. The Parish Council has already paid Data Orchard to proof read the statement, so the Clerk will forward it to them once it has been received.
9.2 Lengthsman & Footpaths Scheme: The plans for the 2017/18 lengthsman and PROW scheme have been submitted to Herefordshire Council, who have confirmed the Council is eligible for funding. The Parish Council has applied for to Herefordshire Council for £1250 towards the PROW scheme (with the PC contribution of £525 this allows a budget of £2275) and £453 for the lengthsman (with the PC contribution of £912 allowing for a budget of £1365). The Parish Council agreed that as per discussions the previous Clerk had with Hi Trees, they wished to appoint them as the Lengthsman contractor.
9.3 Lucton & Bircher Matters: A tree warden is needed in Lucton and the Clerk will advertise this in the Parishioner magazine.
9.4 Parish Hall: There were no matters to report.
